Yes, they are definitely cracking down on the concept of "dangerous riding" lately, and carding or even stopping riders who look to be out of control. It is a little hard for me to answer you very specifically without actually seeing your horse go... any chance you can send in a video? What kind of bit are you currently using? Very often, when riders are struggling to control their horses on the cross country, it is because they have not learned how to properly control the horse at the gallop.
